Why is Dumaguete experiencing its longest rotational brownout?
Fellow DumagueteƱos, these endless rotational brownouts we're all enduring right now are a terrifying sneak peek of the absolute worst that could happen if we keep consuming way more electricity than our local grid can physically supply to us. I know everyone is frustrated, sweating through the heat, and losing sleep. But the situation that has made our collective blood boil so badly is actually just an expression of simple, unforgiving math: the available supply of electricity is much lower compared to the surging demand and huge amount of power that we're consuming every single day.
Now, this exhausting crisis isn't just isolated to our beloved Dumaguete. These sudden brownouts have plagued the entire Negros Island because we all belong to the exact same regional power grid. So, who's actually at fault for this massive headache?
Okay, before we deep dive into the real root of the problem, let's define the three major players running our power system.
First, we have the GenCos, or the Generation Companies. GenCos are the massive power plants that physically generate electricity in the first place, categorized into renewable sources like solar or geothermal, and non-renewable sources like coal or diesel.
The second major player is the system operator—what we also call the grid operator. In our country, this is the National Grid Corporation of the Philippines (NGCP). The NGCP manages and operates the entire high-voltage grid. They own those towering metal transmission lines that carry heavy electricity across long distances, and they ensure that power flows smoothly between Luzon, the Visayas, and Mindanao.
And the third party in line are the Distribution Utilities. These are the local electric cooperatives that run the neighborhood distribution lines bringing power straight to our homes, small businesses, and busy shops. Right here in Dumaguete, that utility is NORECO 2. And sadly, they are the ones getting completely blamed on social media for every single light bulb that flickers off.
Well, let me tell you straight up right now: this is really not NORECO 2's fault.
So why exactly are we having these brutal rotational brownouts in Dumaguete?
What our city is experiencing right now is the direct result of a dangerously low supply of electricity struggling against massive consumer demand. The primary cause? Several key generating units from those GenCos are currently out of service due to unexpected maintenance shutdowns.
When that happens, a rotational brownout is implemented as a necessary defense mechanism to protect the entire electrical grid. Think of the grid as a massive web of interconnected transmission lines. As a whole nation, we have the main Philippine grid, and inside that national system, there are smaller regional grids for each island.
Without implementing these planned rotational brownouts, the entire Negros grid could totally collapse, resulting in a catastrophic blackout. A total blackout happens when there is zero power across an entire regional grid. If that occurs, every single neighborhood in the region loses power all at once, and it becomes vastly more difficult and time-consuming for engineers to safely restore the system.
You see, the grid must constantly operate in a super stable balance where electricity demand is approximately equal to the supply being produced. This delicate balance is measured as electrical frequency, which in the Philippines runs at a steady 60Hz. When power supply drops too low, the frequency dips into an "under-frequency" state. When supply exceeds demand, the frequency shoots way up into "over-frequency."
When the grid drops into under-frequency, the system operator must immediately drop or "shed" some load—meaning cut power to certain areas—to keep the whole system stable. When it's in over-frequency, it has to disconnect or isolate power plants to balance things out. In both extreme scenarios, these quick cuts are done to protect expensive electrical equipment and prevent the grid from collapsing entirely due to prolonged abnormal operations.
I totally understand that all this technical grid mechanics can be a bit complex to digest. But what I am really trying to impart here is that a rotational brownout is the absolute last resort being used so that all of us don't end up living in pitch-black darkness for days on end.
The NGCP relies on automated systems and complex algorithms that dictate which specific parts of the regional grid must undergo manual load dropping. But honestly, it is also not their fault either. We are simply caught in a tough situation where total available supply is far lower than our daily demand. If a formal government inquiry happens—and I am sure our leaders will look into this deeply—those power plant companies that suddenly went offline will be asked to explain why they failed and why they couldn't restore their generating units on time.
So, what can we as Dumaguetenos actually do in the middle of this frustrating electricity crisis?
The very first thing you can do is avoid joining the toxic mob of people spreading hate and anger all over social media. Especially those who are hurling extreme insults or sending actual death threats to the hard-working employees of NORECO 2. This crisis is not their doing, and they gain absolutely nothing from it. As a matter of fact, their business and operations are suffering heavily right now, too.
A much more logical and productive approach is for us to actively save electricity in our daily routines. You can turn off extra lights around the house, raise your air conditioner's thermostat a few degrees, or unplug heavy appliances when they aren't actively in use. These are three simple, practical steps you can take at home right now to pull down our overall consumption. If all of us contribute to saving energy, we can help bring demand back down to match supply, which could stop the rotational brownouts entirely—or at the very least, make their duration much shorter.
Third, if you have the extra budget to buy portable power stations, now is definitely the right time to invest.
